Ukraine’s Military Leadership Change and the Changing Character of War

The recent changes in Ukraine’s senior defence leadership have attracted considerable attention, not merely because of the personalities involved, but because they have highlighted a fundamental debate over the future conduct of warfare. In September 2023, President Zelenskyy replaced Defence Minister Oleksii Reznikov with Rustem Umerov, signalling the need for fresh momentum in defence management. Subsequently, in February 2024, Zelenskyy relieved General Valerii Zaluzhnyi of his duties as Commander-in-Chief and appointed Col Gen Oleksandr Syrskyi in his place. While these leadership changes were shaped by multiple military, political and administrative considerations, public reporting suggested that differences in emphasis had emerged between Ukraine’s civilian defence leadership and sections of the military establishment regarding operational priorities, mobilisation and the evolving character of the battlefield.

The changes offer a valuable case study in a question confronting militaries around the world – ‘how should commanders adapt when technology, information and the battlefield are changing faster than military institutions themselves’?

Most of the debate surrounding Ukraine’s wartime leadership has centred on the balance between conventional military doctrine and the opportunities presented by emerging technologies. One school of thought argues that modern conflicts increasingly demand rapid innovation, extensive use of autonomous systems, artificial intelligence,  satellite networks, long-range precision strike capabilities and distributed decision-making. Advocates of this approach contend that success depends less on prolonged attritional campaigns and more on information superiority, technological agility and the ability to adapt in real time.

Others, however, caution against assuming that technology alone can overcome the enduring realities of war. They argue that despite the proliferation of drones, cyber capabilities and precision weapons, the conflict in Ukraine has also reaffirmed timeless military principles such as logistics, artillery, engineering support, reserves, industrial capacity and the ability to sustain combat over long periods. From this perspective, attrition is not necessarily a preferred doctrine but an unavoidable consequence when two well-armed adversaries possess comparable capabilities and neither can achieve a decisive operational breakthrough.

Whether these differing perspectives directly influenced Ukraine’s leadership decisions is ultimately for history to determine. What is beyond dispute, however, is that the Ukraine war has become the world’s most closely studied campaign for military innovation. Every major military is examining its lessons to understand which long-held assumptions remain valid and which require fundamental revision. The real significance of the Ukrainian experience therefore lies not in individual appointments or dismissals but in the broader strategic question it raises which is – are the traditional military institutions well prepared to lead forces in an era where software, autonomous systems, AI, EW and space-based intelligence increasingly shape battlefield outcomes alongside traditional combat power?

Throughout military history, technological revolutions have consistently outpaced institutional thinking. The introduction of the machine gun, the tank, military aviation, nuclear weapons and precision-guided munitions each forced militaries to rethink doctrine, organisation and command structures. Today, a similar transformation is underway, driven by artificial intelligence, autonomous systems, ubiquitous surveillance, cyber warfare, commercial satellites and inexpensive unmanned aerial systems. The central question is no longer whether warfare is changing, but whether military is adapting quickly enough.

The Ukraine conflict has demonstrated that every movement on the battlefield can now be observed through satellites, drones, electronic intelligence and open-source information. Large concentrations of troops and logistics are rapidly detected and targeted, making traditional massed offensives increasingly costly.

Yet many military organisations continue to be shaped by doctrines developed during the Cold War. Traditional concepts of overwhelming firepower, territorial control and attritional warfare remain important, but they are no longer sufficient in isolation. Modern battlefields increasingly reward speed of adaptation, distributed command structures and technological innovation. Success is determined as much by software developers, drone operators, electronic warfare specialists as by tank commanders or artillery regiments.

The challenge for senior commanders is therefore no longer confined to operational competence. They must also become leaders of innovation. This requires an institutional willingness to experiment, accept calculated risks and integrate expertise from scientists, engineers, start-ups and private industry alongside conventional military planning. The commander of the future will require technological literacy, systems thinking and an appreciation of how operations across land, air, sea, cyber and space increasingly converge into a single operational environment. This evolution also demands a cultural shift within military organisations. Large institutions naturally favour established procedures and hierarchical decision-making. Innovation, however, often originates from younger officers, specialised technical units and private industry.

India faces many of these same questions. Future conflicts in the Indo-Pacific are unlikely to resemble the wars of previous decades. They will involve contested EM environments, autonomous systems, long-range precision strike, cyber operations, artificial intelligence-enabled decision support and persistent space-based surveillance. Programmes such as Innovations for Defence Excellence (iDEX), the Technology Development Fund, the Defence Space Agency and increasing collaboration with private industry demonstrate that India has already recognised the need to build an innovation-driven military ecosystem.

None of this suggests that conventional warfare has become obsolete. Tanks, artillery, infantry and combat aircraft will remain indispensable. Rather, they must operate as elements of a digitally integrated force in which information superiority, resilience and adaptability become decisive. The commanders who succeed in future wars will be those capable of combining traditional military judgement with an instinctive understanding of emerging technologies and their operational implications.

The recent upheaval within Ukraine’s defence leadership reflects a wider institutional challenge confronting militaries across the globe. The debate is not between older and younger officers, nor between civilians and soldiers. It is between organisations willing to evolve continuously and those constrained by the assumptions of past wars.

History repeatedly demonstrates that the most dangerous mistake in military planning is believing that the next war will resemble the previous one. In an era where algorithms, autonomous systems, artificial intelligence and space-based networks increasingly shape the battlefield, the defining quality of tomorrow’s military leaders will not simply be experience, but the intellectual agility to recognise when experience itself must evolve.
